250 CORE STRATEGY - APPROACH BY COLEHILL PARISH COUNCIL
The Town Clerk submitted a letter dated 2 April 2013 from the Clerk to Colehill Parish Council, a copy of which had been circulated to each Member and a copy of which appears as Appendix A to these Minutes in the Minute Book.
Colehill Parish Council was asking the Town Council to make a contribution of £2,000 towards the work of an informal Working Party which it had set up to present to the Examination in Public (EIP) a viable alternative to the development proposed in WMC5.
The Town Clerk added that if the Town Council wished to join Colehill Parish Council in making representations to the EIP it had the power to do so and to the payment of expenses relating thereto. However, he advised that the joint Working Party be set up formally in order to provide proper scrutiny as to how the Town Council's contribution would be spent.
RECOMMENDED
(a) that in accordance with Section 222 of the Local Government Act 1972, £2,000 be allocated from the General

Fund to meet the Council's contribution to present a viable alternative to WMC5 at the EIP;
(b) that Colehill Parish Council be requested to formalise the joint Working Party referred to in (a) above and Cllrs Mrs Roberts, Spencer and Wheeler represent the Town Council on it;
(c) that before action is taken on (a) and (b) above Cllrs S K Bartlett, R D Cook and Hampton negotiate with Colehill Parish Council in order to garner its support for a boundary change to extend the boundary of Wimborne Minster Parish to incorporate any new development in Colehill Parish approved as part of the Core Strategy which would immediately adjoin the present town boundary before the building development so approved is completed;
(d) that the Town Clerk be authorised to release the sum mentioned in (a) above subject to him, in consultation with the Chairman, being satisfied that the negotiations referred to in (c) above have been resolved satisfactorily.
251 STONE LANE AREA - PEDESTRIAN CROSSING
(Min 236 - 26.03.13)
The Town Clerk referred to the issue raised at the Town Council meeting when Cllr R D Cook, as County Councillor, in his report referred to the approval of a 'toucan' type crossing for Stone Lane.
Members had questioned whether Stone Lane was the correct location in this area and whether West Borough north of Stone Lane might not be safer.
Cllr Cook added that a crossing in Stone Lane had been requested for many years and that this was only one of two crossings approved in the entire county for funding in 2013/2014 when budgets were so restricted. It would be sited actually in the Parish of Pamphill.
Whilst he accepted that a crossing was needed also in West Borough near the Stone Lane junction, it would not be prudent at this stage to take any action which might jeopardise the Stone Lane crossing.
RESOLVED
(a) that the County Council be thanked for including the Stone Lane crossing in this year's capital programme;

(b) that the County Council be informed that in addition to the approved crossing, the Town Council would welcome investigations into the need for a pedestrian crossing in West Borough north of the Stone Lane junction which it feels is needed for pedestrian safety reasons.
252 TOWN CENTRE - CAR PARKING REVIEW
The Committee submitted for information a paper produced by Chris Slocock, a copy of which had been circulated to each Member and a copy of which appears as Appendix B to these Minutes in the Minute Book.
The paper suggested the areas upon which the District Council, when undertaking its District-wide review of car parking, should focus in the interests of Wimborne Minster town centre.
253 TRAFFIC REGULATION ORDERS- NEW SYSTEM
The Town Clerk submitted for information a letter dated 12 March 2013 from Dorset County Council's Cabinet Member for Highways & Transportation, a copy of which had been circulated to each Member and a copy of which appears as Appendix C to these Minutes in the Minute Book.
The letter advised the Town Council of the County Council's proposal to move to computer map based Traffic Regulation Orders and area wide Consolidation Orders. This work would be carried out during the 2013/2014 financial year and as a result no new traffic regulation orders would be considered until 2014/2015.
