Appendix A to these Minutes.
247 MONTHLY ACCOUNTS
The Town Clerk submitted for information the monthly accounts for the period to the end of March 2013, a copy of which had been circulated to each Member and a copy of which appears as Appendix B to these Minutes in the Minute Book.
248 COUNCIL TAX SUPPORT GRANT 2013/2014 (Min 197 - 05.02.13)
The Town Clerk submitted an email dated 27 March 2013 from Cllr A W Spencer, a copy of which had been circulated to each Member and a copy of which appears as Appendix C to these Minutes in the Minute Book.
Cllr Spencer had requested the Committee ring fence the support grant received from the District Council towards the loss of income to the Town Council incurred by the Localisation of Council Tax Scheme, in order to top up any shortfall in support grant in future years.
Whilst the Committee appreciated the reasoning behind the request, Members did not consider ring fencing the money necessary as any

decision to spend any of it would need to be approved by the Council as a whole.
RESOLVED that no action be taken on Cllr Spencer's request.
249 LEIGH PARK COMMUNITY CENTRE - CAR PARK
& YOUTH CLUB
The Town Clerk submitted a report, a copy of which had been circulated to each Member and a copy of which appears as Appendix D to these Minutes in the Minute Book.
The report detailed two requests from the Leigh Park Community Association. One for the Town Council to consider marking out the car park and the other for the Town Council to consider making a contribution towards the shortfall in funding of the Youth Club run by the Community Association. The Association had offered to fund the marking out of the car park.
The Town Clerk added that he had obtained a quotation from Bournemouth White Lining for the car park in the sum of £580.
RECOMMENDED
(a) that the request to mark out the car park be approved but, as the car park is owned and maintained by the Town Council, the cost be met in full from Town Council funds;
(b) that the quotation from Bournemouth White Lining in the sum of £580 be accepted and met from the General Fund;
(c) that, subject to the Town Clerk in consultation with the Chairman being satisfied that the Youth Club can be funded from alternative sources in the longer term, the Town Council make a contribution from the General Fund of up to £2,100 to enable the Youth Club to continue operating until September 2013.
(Note: If this Recommendation is approved by full Council, Cllr S K Bartlett asks that the Youth Club be encouraged to broaden their appeal to a wider cross-section of young people.)
