219 WEST ROW (Min 187 - 29.01.13)
The Town Clerk submitted an email dated 15 February 2013 from Simon Gledhill, Parking Services Manager, Dorset County Council, a copy of which had been circulated to each Member and a copy of which appears as Appendix A to these Minutes in the Minute Book.
In the email, the County Council rejected the Town Council's request that, pending a review of the traffic management arrangements in that area, the enforcement action against contraventions of the Pedestrian Zone Regulations in part of West Row be suspended.
The Committee had been advised by the local County Councillor that the review could take as long as 18 months to begin and any change would be the subject of public consultation. Members thought this was an unreasonable length of time to wait.
RESOLVED that the County Council be requested to bring forward the review of the traffic management arrangements in this area once the access arrangements for Small's site have been finalised.
220 COMMUNITY INFRASTRUCTURE LEVY
The Town Clerk submitted for information a briefing paper on the affects of this levy on Parish and Town Councils, a copy of which had

been circulated to each Member and a copy of which appears as Appendix B to these Minutes in the Minute Book.
221 COMMUNITY INFRASTRUCTURE LEVY CONSULTATION
The Committee considered a letter dated 24 January 2013 from the Head of Community and Economy, Christchurch and East Dorset Councils together with the preliminary draft charging schedules for Christchurch and East Dorset, copies of which had been circulated to each Member and copies of which appear as Appendix C to these Minutes in the Minute Book.
The Town Clerk explained that the letter had been received too late to be considered at the last meeting on 29 January 2013 and the closing date for responses was the day before this meeting. The District Council would not extend the date for responses so the Chairman had produced a response on the Committee's behalf within the consultation period, a copy of which was circulated to each Member at the meeting and a copy of which appears as Appendix D to these Minutes.
RESOLVED that the response submitted by the Chairman be approved.
222 JULIAN'S BRIDGE - MASONRY AND RIVER WORKS
The Town Clerk submitted for information an email dated 14 February 2013 from the Project Engineer responsible for these works in response to the Town Clerk's enquiry of 12 February 2013, copies of which had been circulated to each Member and copies of which appear as Appendix E to these Minutes in the Minute Book.
The Town Clerk had asked for full and early consultation on the proposed traffic management plans in order to minimise disruption to businesses and tourist attractions.
In the email the engineer responsible for the project had confirmed that disruption would be minimal as the work was being undertaken in the riverbed off the carriageway.
223 PLANNING DECISIONS
The Town Clerk submitted for information a schedule of planning decisions made by East Dorset District Council, a copy of which had been circulated to each Member and a copy of which appears as Appendix F to these Minutes in the Minute Book.
