186 ST CATHERINE'S - PARKING PROBLEMS (Min 164 - 04.12.12)
The Town Clerk submitted a report, a copy of which had been circulated to each Member and a copy of which appears as Appendix A to these Minutes in the Minute Book.
The report set out the response to the Committee's resolution made at the last meeting in an attempt to assist with improving the parking problems faced by some residents in St Catherine's.
The report included a detailed reply from Mr A Jowsey of Dorset County Council's Traffic Management Team who, although not hopeful of a positive result, had agreed to carry out a review of the waiting restrictions in that road in about 18 months time.
It also included, as requested by the Committee, the conditions which needed to be met by residents in order to qualify for a reduced rate Residents' Parking Permit available from the District Council.

St Catherine's and similar streets in that area were outside the defined boundary of the town centre and therefore did not qualify for town centre parking permits.
RESOLVED that the District Council be asked to consider extending the entitlement to Residents' Parking Permits to include the St Catherine's area in view of its narrow system of roads and the consequential pressure for on street parking.
187 WEST ROW - REQUEST TO REMOVE PEDESTRIAN ZONE
The Town Clerk submitted for information a letter dated 8 January 2013 from District Councillor Mrs Pat Hymers, a copy of which had been circulated to each Member and a copy of which appears as Appendix B to these Minutes in the Minute Book.
He also submitted an email dated 10 January 2013 from Mr R Fanning of 7 West Row, a copy of which had been circulated to each Member and a copy of which appears as Appendix C to these Minutes in the Minute Book.
Both correspondents had asked the Town Council to consider requesting Dorset County Council to introduce alternative traffic management measures to those imposed by the existing Pedestrian Zone in West Row to enable residents of numbers 3, 5, 7 and 9 West Row to park outside their houses.
Mr Fanning attended the meeting together with other nearby residents: Mr Hart of the Old Moathouse West Row, Mr Gruitt 9 West Street and Mrs Thistlethwaite (who was representing her elderly mother Mrs Swaffield of 3 West Row), all of whom addressed the meeting.
Messrs Hart and Gruitt were against any change to the Pedestrian Zone, whilst Mrs Thistlethwaite supported Mr Fanning's position.
Cllr R D Cook, who was also the County Councillor, explained the history of the current dispute. A copy of his notes is attached as Appendix D to these Minutes. He added that he had requested Dorset County Council to review the traffic management arrangements in West Row and the immediate area when the redevelopment of the former Small's site was completed. However, this review would not be carried out for at least 18 months. In the meantime, he understood that the original proposal to use West Row as an access for construction traffic had changed and that this needed to be clarified.

RESOLVED
(a) that Dorset County Council be requested to suspend enforcement action against contraventions of the Pedestrian Zone Regulations in that part of West Row to allow the occupiers of 3, 5, 7 and 9 West Row to park outside their houses until the review of the traffic management arrangements has been completed;
(b) that the Town Clerk clarify the revised access arrangements for Small's site currently being redeveloped.
