164 ST CATHERINES - PARKING PROBLEMS
The Town Clerk submitted a letter dated 5 November 2012 from District Cllr Mrs P A Hymers, a copy of which had been circulated to each Member and a copy of which appears as Appendix A to these Minutes in the Minute Book.
Cllr Mrs Hymers had asked whether the Town Council would support a request to Dorset County Council to change the waiting restrictions in St Catherines to improve the availability of parking for residents.
The Town Clerk also submitted a report, a copy of which had been circulated to each Member and a copy of which appears as Appendix B to these Minutes in the Minute Book.
The report set out details of a consultation exercise with residents undertaken by the Town Council in 2005 on traffic problems at that time.
Although parking issues were then also a priority for residents there was no action that could be taken to solve their problems.
Mrs Vicki Banfield of 26 St Catherines attended the meeting and made the following points in support of the residents' request for help with improving the parking for householders:

(i) until recently, residents had been able to park in St Catherines or adjoining roads during the working day, but were no longer able to now;
(ii) only house numbers from 24-33 St Catherines were affected - other residents could park outside their houses;
(iii) residents of St Catherines apparently were not eligible for the discounted parking permits from the District Council to park in car parks;
(iv) with the redevelopment of Shamrock Court, the existing waiting restrictions, particularly in Stevenson Close, were not necessary.
District Cllr Mrs Hymers also attended the meeting in support of the residents and reiterated the comments made in her letter.
RESOLVED
(a) that Dorset County Council be asked to review the waiting restrictions in St Catherines on the lines suggested by Cllr
Mrs Hymers with a view to making on street parking by residents easier;
(b) that the Town Clerk report back on the options available to residents for parking in District Council car parks, together with details of the policy for residents parking permits;
(c) that the Town Clerk report back on the likelihood of the County Council introducing a residents' parking scheme for those householders referred to in Mrs Banfield's point (ii) above.

The Town Clerk submitted for information a copy letter dated 18 October 2012 from Andrew Brown of Dorset County Council to the local MP, a copy of which had been circulated to each Member and a copy of which appears as Appendix C to these Minutes in the Minute Book.
He also submitted for information a letter dated 15 November 2012 from John Turner of Dorset County Council, a copy of which had been circulated to each Member and a copy of which appears as Appendix D to these Minutes in the Minute Book.
Both letters set out the action being taken to improve road safety in School Lane.

166 CHRISTCHURCH & EAST DORSET CORE STRATEGY 2013-2028 - PROPOSED CHANGES (Min 29 - 12.06.12)
The Town Clerk submitted a letter dated 31 October 2012 from the Head of Community and Economy, Christchurch & East Dorset Partnership, together with relevant extracts from the schedule of proposed changes to the Pre-Submission Document/Infrastructure Delivery Plan, a copy of which had been circulated to each Member and a copy of which appears as Appendix E to these Minutes in the Minute Book.
The Town Council had been invited to comment on the proposed changes by 21 December 2012.
RECOMMENDED that the following comments be made to the District Council regarding the proposed changes:
(a) on page 63 - the first paragraph under "Environment" - the Town Council would question whether there is sufficient car parking to service Wimborne Minster properly;
(b) on page 68 - Policy WMC3 Cuthbury Allotments - the Town Council wishes to raise concerns about the defined flood plain which will guide this development in view of recent flooding experience;
(c) on page 102 - Policy WMC7 - the Town Council as owner of Leigh Park Playing Field is disappointed to see any reference to this land in the Core Strategy and it should be removed in its entirety;
(d) on pages 116-121 - Policy LN3 - the Town Council strongly supports the proposals for affordable housing in the hope that there can be early provision of such accommodation for the benefit of local young people who badly need homes.

The Committee noted, for the record, the decision of the Planning Inspector in respect of this site, a copy of which had been circulated to each Member and a copy of which appears as Appendix F to these Minutes in the Minute Book.
The appeal had been dismissed.
