142 LOCALISM ACT 2011 - DISPENSATIONS FROM SECTION 31(4)
The Town Clerk reported receipt of applications for Dispensation from Section 31(4) of the Localism Act 2011 from the following Councillors:
S K Bartlett, J Burden, R D Cook, Mrs S A Cook, A J Hampton,
L G Harvey, Mrs D J March, Mrs A E Roberts and A W Spencer
in order to participate in the discussions and decisions relating to the budget and precept for this and subsequent meetings involving those matters until May 2015.
RESOLVED that the Dispensations be granted on the basis that without them the number of persons prohibited by Section 31(4) of the Act from participating in those matters applied for would be so great a proportion of the Town Council transacting the business as to impede the transaction of the business.

146 CONFIRMATION OF RECREATION & LEISURE COMMITTEE HELD ON 23 OCTOBER 2012
Upon the motion being put that Minute 136 (Wimborne Folk Festival 2013) be adopted, Cllr S K Bartlett proposed that a decision on this matter be deferred to enable him, as the Town Council's representative, to clarify the effect of recent changes to the new Folk Festival Committee.

(a) that a decision on Minute 136 (Wimborne Folk Festival 2013) be deferred pending further advice from Cllr S K Bartlett;
(b) that the remainder of the Minutes of the meeting be confirmed and adopted.
147 CONFIRMATION OF POLICY & REVIEW COMMITTEE HELD ON 23 OCTOBER 2012
Upon the motion being put that Minute 138 (Budget Position and Precept 2013/2014) be adopted, the Town Clerk asked the Council to consider adding a caveat if it was minded to adopt the recommendation to reflect any changes that might be necessary following the Chancellor's Autumn Statement.

(a) that the recommendations contained in Minute 138 (Budget Position and Precept 2013/2014) be adopted subject to their being no impediment to those decisions being implemented following the Chancellor of the Exchequer's Autumn Statement in early December 2012;
(b) that the remainder of the Minutes of the meeting be confirmed and adopted.
148 DIWALI FESTIVAL 17 NOVEMBER 2012 (Min 126 - 16.10.12)
The Town Clerk reported that this matter had been deferred from Resources Committee on 16 October 2012 pending receipt of additional information from the applicant (Mr M Kochar) on the event with costs and details of other donations. The Town Clerk added that he had forwarded emails to all Members with those details.
The applicant was present at the meeting and answered directly Members' questions.
RESOLVED that a contribution of £100 be made towards the cost of this event met from the Grants Contingency Fund.
149 LEIGH PARK PLAYING FIELD - QEII FIELD IN TRUST
(Min 135 - 23.10.12)
The Town Clerk referred to his report to Recreation & Leisure Committee on 23 October 2012, a copy of which had been circulated to each Member and a copy of which appears as Appendix A to these Minutes in the Minute Book.
He added that the matter had been referred without discussion by that Committee to Council for discussion and determination.
Cllr S K Bartlett stated that he had been trying to convince the Town Council to agree to register Leigh Park Playing Field for some time, but that he recognised that he would not convince all Members to register the whole site.
He therefore proposed a compromise that the Town Council registers Leigh Park Playing Field as a QEII Field, but on the basis of a redrawn boundary to include two thirds of its existing area, leaving a third for future development if necessary. He so moved this as a motion, which was seconded.

Cllr D G L Packer referred to the recently published changes to the Christchurch & East Dorset Core Strategy which had deleted reference
in the Policy WMC7 (Leigh Park Area of Potential Change Wimborne) to possible housing development at Leigh Park to reflect the previous decision of the Town Council as landowner (Min 298 - 01.05.12).
He stated that the Playing Field, occupied presently by Wimborne Rugby Club, was about 5.9 acres and the revised Core Strategy now offered 3.7 acres of open space within which there would be a multi-use games area and Youth Club facilities. This would leave 2.2 acres to be decided upon.
He added that the Core Strategy proposed an Area Brief to be agreed with the Town Council to set out how best to achieve the greatest benefit for residents of Leigh Park. He believed that this change obviated the need to fetter future decisions relating to that Area Brief by the proposed Deed of Dedication to the National Playing Fields Association (NPFA). This view was supported by some other Members. In particular, Cllr R D Cook felt it was wrong in principle to hand over to another organisation such as the NPFA one of the Town Council's substantial assets.
Upon the motion being put, a recorded vote was requested, the result of which was as follows:
For the motion - Cllrs P H Bartlett, S K Bartlett, J Burden, L G Harvey, Mrs D J March and Mrs A E Roberts.
Against the motion - Cllrs R D Cook, Mrs S A Cook, D G L Packer and A W Spencer.
Abstention - Cllr A J Hampton.
The motion was declared carried and it was

150 ELECTORAL REVIEW OF EAST DORSET (Min 139 - 23.10.12)
The Town Clerk reported that this matter had been referred to Council by Policy & Review Committee on 23 October 2012.
The Local Government Boundary Commission had invited the Town Council to comment on any aspect of this review.

He added that the Town Council had already taken a decision to support the reduction in Members of the District Council from 36 to 29. He also reminded Members that the Town Council had asked the District Council at an earlier stage of the review to consider changing the electoral arrangements for the Parish of Wimborne Minster back to one Ward of 12 Members.
RESOLVED that the Local Government Boundary Commission be recommended to revert the electoral arrangements for the Parish of Wimborne Minster to one Ward of 12 Members.

152 EAST DORSET DISTRICT COUNCILLORS' REPORTS
Cllr Mrs P A Hymers reported on parking in the St Catherine's area and the future of the tourism function at East Dorset District Council.

Referring to Old Road car park, Cllr Mrs March asked if the Chamber of Trade as well as Wimborne BID had been involved in the discussions.
Cllr Packer responded that a letter had been received from Wimborne BID, but there had been no communication from the Chamber of Trade.
Cllr D Morgan reported on a number of matters including licensing changes; warding; the tourism function.
153 TOWN MAYOR’S REPORT
The Town Mayor thanked the Deputy Mayor and Deputy Mayoress for representing him and the Mayoress at a recent event.
He asked for Members' assistance on Saturday 10 November 2012 at the Wimborne in Bloom Charities Fair and on Saturday 1 December 2012 at the switch on of the Christmas lights.
He also advised Members that they and their partners were invited to a reception to follow the Town Council meeting on 11 December 2012. CCTV volunteers, the Wimborne Safer Neighbourhood Team and the Freewoman and Freemen of the town also would be invited.

Wimborne Folk Festival - Cllr S K Bartlett
Minutes of various meetings will be available in the Members' box.
Wimborne BID Liaison Committee - Cllrs Mrs Roberts and Packer reported that they were both concerned that no meetings of the Liaison Committee had been held for some months. Cllr Packer added that the problem had been as a result of the change from morning to evening meetings.
