88 SCHOOL LANE - WIDTH RESTRICTION ORDER

The Town Clerk submitted a letter dated 8 August 2012 from
Mr & Mrs Preselo, Gulliver House, West Borough, a copy of which had been circulated to each Member and a copy of which appears as Appendix A to these Minutes in the Minute Book.
The Committee was asked by Mr & Mrs Preselo to consider requesting Dorset County Council to impose a Width Restriction Order on School Lane in order to prevent damage to their property and danger to pedestrians when that road is accessed by large vehicles. They also pointed out disruption to traffic flows in West Borough when those vehicles were manoeuvring.
Cllr R D Cook reminded Members of the imminent site visit on 14 September 2012 with the local MP and others, including Dorset County Council's traffic engineers to discuss pedestrian safety concerns in School Lane and he suggested that this matter be included in discussions.
Whilst Members generally supported Mr & Mrs Preselo's request, there was the ongoing problem of allowing for deliveries and future construction projects which would necessitate access by HGVs.

RESOLVED that County Councillor Cook bring this matter to the attention of those attending the site visit with a view to adopting the best solution available.
89 INDI'S RESTAURANT - APPLICATION TO VARY LICENCE
The Town Clerk submitted an application to the District Council to vary the existing Premises Licence for Indi's Restaurant, a copy of which had been circulated to each Member by email and a copy of which appears as Appendix B to these Minutes in the Minute Book.
The Town Clerk added that he had spoken to the Licensing Officer and the nub of the application was that the applicant had applied to sell food during the existing alcohol licensing hours because at present food could not be sold after 11.00 pm. Alcohol could be served until
00.30 am Monday to Wednesday and Sunday and until 1.30 am Thursday to Saturday.
Mr & Mrs Rossmore of Beaucroft Cottage, West Street, attended the meeting and expressed their concern about the application. Already at night there was noise from the rear of the premises with staff congregating, talking loudly and continually accessing the outdoor refrigerator. This was causing them disturbance as their bedroom window was only some 15 feet away. It was their view that this problem would be exacerbated if food was allowed to be served for an extended time.
Mr & Mrs Rossmore stated that they had not raised these problems separately with the District Council yet.
The Committee was minded to oppose the application on the grounds of nuisance to the neighbours.
RESOLVED that the complaint of the neighbours be communicated to the Licensing Manager to establish if it constitutes a relevant objection to the application and if not, for other remedial action to be taken.
90 PROPOSED WAITING RESTRICTIONS
The Town Clerk submitted a schedule of traffic regulations for Wimborne Minster proposed by Dorset County Council, a copy of which had been circulated to each Member and a copy of which appears as Appendix C to these Minutes in the Minute Book.
Most of the restrictions were proposed as a result of requests by residents.

91 THE SQUARE AND OTHER TOWN CENTRE PARKING PROBLEMS (Min 63(a) - 24.07.12)
The Town Clerk referred to the decision at the last meeting to forward to the District Council a list of these parking problems. The District Council had subsequently forwarded them on to Dorset County Council.
The Police had been keeping details of vehicles whose drivers were infringing the various restrictions which Members had passed to them.
Cllr R D Cook, as County Councillor, had asked for increased enforcement by Parking Services, but had not yet had any feedback although he had himself seen greater activity from the Parking Officers.
The Committee would await the feedback from Parking Services.
